Born in Utah in the November of 2010. Clem was just three years old when her mother Katie Clem uploaded a YouTube video titled "Lily's Disneyland Surprise… AGAIN!" on the family YouTube channel. The mother recorded the video as she announced a surprise trip to Disneyland with the hopes of getting a reaction from her daughters to which Chloe gave a remarkable response.

Her “concerned” expression was screenshotted and later used in multiple memes across various social media platforms. The video went on to gain 20 million views as of 2021.

A Tumblr blog “Chloe Queen of Everything” was created where memes with Chloe’s expression were shared. Moreover an article was posted  in which Clem was referred to as "the patron saint of Tumblr" and "the queen and goddess of the internet" along with many of the memes and GIFs made with her expression.

In 2014 episode of Eliana, Chloe and her mother made an appearance where they discussed the Side Eyeing Chloe meme. In 2017, Chloe began a career in modelling along with her sister Lily.

The meme even got Chloe and her mother to feature in an episode in the Buzzfeed series “I Accidentally Became A Meme” in 2019 where they give a detailed account of how the meme impacted their lives. The mother said, “I felt like a chicken with my head cut off before there were so many people reaching out from all over.” She later went on to add that the meme lead to “nothing but positive experiences.”
