Why Centre’s Ban On Transgenders Donating Blood Is Unfair And Homophobic?

The Centre defended its decision by stating that transgender and gay people are banned on the grounds that they are considered "high-risk" groups for HIV/AIDS. How can this nation-wide blanket ban be justified? How is it fair to determine they are the only ones at risk of getting sexually transmitted diseases (STDs)?
