In a highly unusual and bizarre announcement at the Berlin Global Dialogue, Albania's Prime Minister Edi Rama stated that Diella, the country's first AI-generated cabinet minister, was "pregnant" and "expecting 83 babies."

Speaking metaphorically, Rama commented on the project's ambition, saying, “We took quite a risk today with Diella here and we did very well.” He elaborated on the AI's surprising "pregnancy," explaining that these "83 children" are, in fact, specialised AI assistants.

The artificial intelligence offspring

These AI entities are not biological but are digital aides designed to support Albania’s 83 Socialist Party Members of Parliament (MPs). The Prime Minister clarified their function: “Each one will serve as an assistant for those who will participate in parliamentary sessions. These children will know their mother.”

Their core tasks will include acting as a digital secretary for the MPs, recording and summarising parliamentary sessions and debates, and providing real-time alerts about crucial discussions the lawmakers may have missed. Rama emphasised their practical value, joking: "When you go for a coffee, these kids will tell you what has been said when you are not there… and if you have to counterattack someone who mentioned you for the wrong reasons."

Diella's role in governance

Diella, officially named the Minister of State for Artificial Intelligence, holds the distinction of being the world’s first AI cabinet minister, a role it officially took on in May 2025. This historic move was framed by the government as a strategic effort to combat corruption, accelerate digital innovation, and make government services more efficient.

Rama announced plans to implement this new AI assistant system fully by 2026. While the Prime Minister champions the system as a revolutionary step toward tech-savvy governance and reducing "human-made inconsistencies," critics have already raised questions regarding the technology's reliability and accountability.

Sali Berisha, the former Prime Minister, Opposition Leader, declared Diella "unconstitutional" because a minister must be a human. He called the project "a vanity move", stating, "The goal is nothing more than to attract attention," and insisted, "It is impossible to curb corruption with Diella."

The Prime Minister promised to showcase the initiative on the global stage, stating that future international forums would include screens displaying all 83 of Diella’s digital assistants as a demonstration of Albania's commitment to technological leadership in governance.
